B♭ Harmonic Minor is natural minor, deliberately adjusted. What makes it different: Natural minor with the 7th raised back up to a leading tone (natural 7), which leaves a dramatic 1½-step gap between the ♭6 and the 7.
The sound: Dramatic and exotic — a classical / Middle-Eastern flavour. Where you'll hear it: Classical music, neoclassical metal and flamenco. It exists to fix a problem: natural minor's ♭7 makes a weak V chord that doesn't pull home, so raising the 7th restores a strong V→i resolution.
